Right now it's about getting 1 well ran company with about 5 thousand employees and about $1 billion dollars a year through-put for 5-10 years on this project. Personally, I'd like to see all the legal property and intellectual rights reduced to 1 penny on every $2-$5 dollars profit? Match the technology with the finances and 'it's a go'!
Most of the actual development of the VASIMR rocket has not been done by NASA. It has been done by Ad Astra Rocket Co. a private company based in Texas and Costa Rica. Soon, their first field test of the rocket will take place on the ISS to help the station maintain orbit. It is exciting to see private industry doing so much to improve the future of space exploration. It's awe inspiring.
