Bamberg is an inordinately nice place. Never marry a woman from there though. Or do - they're great but just don't expect to ever have an opinion of your own again in the future. Women from Bamberg are wonderful but they ... they like to wear the trousers.
But Bamberg is really nice buuuuuuuuuuut, a bit small. You could combine it with Nürnberg, if you knew anyone there :o)

most major cities in europe have been built close to rivers .. so you will always have the "water risk", even without the ocean.
the european soccer championship might be a nice setting indeed. using special events is a good idea in general.
