It samples various "Blood, Sweat & Tears" songs. The Braund Reynolds song "Rocket" also did this, hence it having some parts in common with War Photographer.
I saw Jason Forrest dj live. He didn't play this song, but a set of insane breakcore. He could most accurately be described as: 'insane monkey on speed'. He had great energy though, and could really pump up the audience, even if we couldn't keep up with him.

It's called sampling. Many electronique artists work chiefly from samples, warping and rearranging them to create new sounds. Spinning Wheels had some great musical moments which he chose to highlight in this piece; whether he paid for the sampling I can't say.
