@devilwings1989 You have to set arcade to hard mode and beat all opponents with a meteor combo and have no continues then if you have enough points by the last match you get the choice to battle either bison 2 or shin bison.
also once you beat him a set amount of time (i think 10) you unlock "vs shin bison" mode in arena.
Lolz I mean how did u reach him? I've only gotten to Bison II and I've been playing the game over and over again trying to encounter him.

@DriftHero77 IIRC you can also just get all the medals and all of the platium ones should unlock Shin Bison in arena mode.
