@yourmom190100 You can after you beat the Elite Four and get the National Dex. Once you do those, go to route 214 and there'll be a new path open called the Spring Path. Go through there to get to Sendoff Spring, where you'll use Rock Climb to get to Turnback Cave. In there, you need to get into all 3 pillar rooms before you go through 30 rooms to get to Giratina. I hope this makes at least a little sense.

No. There was a Toys "R" Us event in the United States that took place from November 7-15 2009 but they gave away Arceus directly, not the Azure Flute. If you missed the event then there is no fully legitimate way to get an Arceus unless you get it through a trade but even then I can't guarantee you that it won't be hacked. So using Action Replay to use the Azure Flute is your best bet because it's the closest to a legitimate way to get Arceus.

The Pokemon itself counts as legitimate. I never cheated and I don't recommend doing it but if you do and really want Arceus then use Action Replay to get the Azure Flute.
