He broke that contract upon changing the value he applied to donations from a dollar amount to a number of donators. That is illegal.

LordHathor put out a video of a recording between him and a minister who claimed to have talked to both VFX and some of the atheists in his videos. Apparently, this minister offered him a job as an evangelist, but VFX rejected specifically because he was making more money accepting donations, and because he didn't want to bow down to the authority of a church. Here's the scumbag part, if that wasn't already it.
The Minister then talked with some of the atheists whom VFX was trying to convert on camera, and was asking him if VFX persuaded them to convert. The atheists confessed that they were already Christians! VFX was using Christian actors to portray atheists, all the while accepting donations online so that he can talk to people on the street!

I've been inspired by VFX to go door to door and tell people that I'm collecting money for a local homeless shelter. His intent is maintaining a base fund of $500 per month, and donating surplus to sick kids. The fact that he donates values > $1 to subsequent months is a reasonable decision. If donaters wanted to donate to sick kids they would , but their intention of donating here is obviously to ensure he gets a base amount per month. I like to look at the bigger picture. He decided to make money the easy way by begging (yes, begging) for money so he doesn't have to work hard for his money like you and I do. Setting aside for the moment the issue of his promise to donate to charities, no permit/license of any kind is required to accept gifts/donations.
Nor is he liable for taxes on those within certain limits; the lack of a tax permit merely means that the donators cannot deduct them as CHARITABLE donations on THEIR taxes.
The fact that what he preaches is vile does not alter the law, which equally applies to dependents, musicians, poets and artists receiving patronage; not to mention Christmas gift giving and the people who receive material from Shawn ($29.95 value).
Where he has, so far, run afoul of the law is in invoking an actual, third party registered charity. This makes him an AGENT of that charity; a position of legal trust.

I have no idea. I don't even know how serious his evangelism is. LordHathor put out a video of a recording between him and a minister who claimed to have talked to both VFX and some of the atheists in his videos. Apparently, this minister offered him a job as an evangelist, but VFX rejected specifically because he was making more money accepting donations, and because he didn't want to bow down to the authority of a church. Here's the scumbag part, if that wasn't already it.

The Minister then talked with some of the atheists whom VFX was trying to convert on camera, and was asking him if VFX persuaded them to convert. The atheists confessed that they were already Christians! VFX was using Christian actors to portray atheists, all the while accepting donations online so that he can talk to people on the street!
I can't even imagine him being in his position, education wise. By the time I'll be 23, I'll have a BScH and will be starting my MSc.

If VFX collected $3000-$4000 in donations last month, as seems likely, why does he have the right to keep it if he promised all but $500 would go to Sick Kids? Why didn't he donate ANY of his money to SKH? Why does he provide ZERO transparency about how much money he's made? Why has SKH promised to take legal action?
Why did he stop April donations five days early (at 460), then announce that April was a failure so he needs people to give larger donations in May?

No. He didn't donate a cent to SKH. He donated $500 to various OTHER charities. That's still fraud. You can't collect money on behalf of one agency and keep it for yourself or donate it to another agency.
It doesn't matter that two people sent $500. His argument becomes "I made too much money, therefore I don't have to give any to the charity I was collecting for". If you can't see how ridiculous that is, you're an idiot. If he were honest, he would have returned all donations greater than $1.

His intent is maintaining a base fund of $500 per month, and donating surplus to sick kids. The fact that he donates values > $1 to subsequent months is a reasonable decision. If donaters wanted to donate to sick kids they would , but their intention of donating here is obviously to ensure he gets a base amount per month. I can see his reaction to withdraw transparency is to avoid the regulatory ire of his critics. I see no conspiracy to defraud as this title suggests

Well I dont think the intention is to be a middle man for a charity, and I dont think his fans got that message either. The stated intention is to spend time preaching, instead of stocking video tapes for $500 a month, excess income being redirected to a general charity most people would find acceptable (ie, sick children). As an atheist/agnostic I dont see anything inherently dastardly with his intention to make a humble living doing what he finds more imperative. Its is perogative

First, using the charity has increased his donations. It has clearly done so. People donate under the assumption that a certain amount of his intake will go to what he needs for his ministry and the rest to chairty. In other words they agree that he shouldn't have to spend his own money on cds he passes out etc. But NOT that he should make a living on this. What he does not need should be given to the charity. He has obfuscated this in every way possible. It is unethical any way you look at it

Wrong. He specifically said he wanted to make a living from this in his original video, and that he decided $500 per month would be his monthly wages, the surplus going to charities. The only practical change was shifting surpluses forward in time. I think its a misguided lifestyle, but far from fraudulent.

Any money that gets donated after the dates that he makes the changes then fall under his new rule. Still, any money donated PRIOR to those dates are subject to the prior arrangements.
Here's the next part that I don't know about...I don't know how it works in Canada, but down here...he would need a non-profit business license to do what he is doing...otherwise he needs to file taxes on this money.

Setting aside for the moment the issue of his promise to donate to charities, no permit/license of any kind is required to accept gifts/donations.
Nor is he liable for taxes on those within certain limits; the lack of a tax permit merely means that the donators cannot deduct them as CHARITABLE donations on THEIR taxes.

The fact that what he preaches is vile does not alter the law, which equally applies to dependents, musicians, poets and artists receiving patronage; not to mention Christmas gift giving and the people who receive material from Shawn ($29.95 value).
Where he has, so far, run afoul of the law is in invoking an actual, third party registered charity. This makes him an AGENT of that charity; a position of legal trust.
It is a crime to falsely claim such agency.

to accept gifts or donations for himself...sure, but if you do it and name a charity in the process, then the issue becomes more complex. I don't know Canadian tax code, but even gift money must be claimed on your taxes in the US.

Sentence 2: Within certain limits *per gifter* gifts are not reportable (again, do you report your Christmas presents? Or if someone treats you to lunch? Do you believe yourself in violation of the law if you do not do so?)
Also the reporting responsibility is on the GIVER, as it is the GIVER who is responsible for gift taxes, not the recipient.
Be a good skeptic, do your research before making accusations.

I understand the negative emotional response to VFX and his actions, I fully share them.
But it is important not to take that emotional response to create "crimes" which do not actually exist in law.
It is (ironically) a principle of democratic secular law that the law protects the vile equally.
VFX will have to be nailed to his cross (as was Hovind) for actually violations, not desired violations counter to rights we admit to others.

present, lunch, etc....not in name of a charity...goes back to the part about "for himself" which we agree on.
And like I said, I don't know Canadian law, but this IS a violation in the US...I HAVE done my research I know tax code very well.
TIPS are a "gift" in a sense, but you have to claim them too. Non-profit organizations are allowed to keep up to 30% for admin costs. But this was set up as a very specific arrangement.

Not in any LEGAL sense, to the extent that in many States the wages of those who receive tips are allowed to be below the standard minimum wage.
Tips are given after receipt of a direct service by the giver. Service changes legal status.
