The WMD existed but were all destroyed during the Gulf War and never reconstituted again. Also listen to Bush HIMSELF who finally confessed the program was never reconstituted and read the Pentagon report. The WMD went stale and Saddam didn't want anything to do with the program after the Gulf War. Too impractical. Buried? Nope...it would have gone stale anyway.
