Nobody is obligated to wear costumes, it's just an old tradition.

The costumes are REALLY expensive, most of the people just rent them, while others make their own costume.

what do i mean is, if no one can afford to rent or buy costumes..who are the one who will entertain people..do the goverment pick them..?

Nah, renting them is affordable, we're talking about 200 dollars/day, maybe some more for really complex ones.

Buying one is much more expensive, thousand of dollars, also here it depends a lot on the costume.
