The A10 was developed to counter Russian tanks moving through the Fulda Gap during the cold war; so it would do just fine against the Russian army if need be :) As to not having an army, the Taliban in Afghanistan (which you misspelled; you sure you know what you are talking about?) sure have plenty of guns and anti-aircraft emplacements; standing army or no, they are capable of putting a lot of lead downrange which, in my book, is more than enough reason to shoot back.
