I don't think it matters what gender sings this song...it's about how music can affect people. The point is that the "he" here doesn't know the singer, yet the singer is shocked and moved at how a stranger's music can so adequately sum up his feelings. No romantic overtones whatsoever. At least, that's how I've always interpreted it.
