You should never explain a joke, but notwithstanding, the cop is being super earnest. At least that's how I interpreted it.

He's stopping a citizen who apparently is only going out for a pie. So he rescues the situation by giving him authorative advice about how to eat it! And the pie is "thermonuclear" having been heated till 300 a.m , and you can figure being a cop on the night-beat, he would know. And he says officiously and repeats while eye-balling the miscreant, "You always blow on it."
