In the original timeline, he probably wasn't a member of the grail war to begin with, another devastating event happened when it finished, and that drove him to become a "Beast of Alaya" in order to achieve his ideals.
Since after the events of the Fate arc he's competent enough not to need Alaya, he won't grow bitter as a counter guardian.
How is Shirou competent enough to be without Alaya? He's by far the weakest after Fate, and is stuck on his ideal, and sore after the loss of his love and sister. He can kinda project, but not proficient with it, and now he lacks Avalon.
Archer knows Ilya, and calls her that, he also knows enough about the war, and the other spirits.
It'd be kinda interesting to have an Archer spin-off though.

The fact that Archer doesn't have Avalon is a plot hole no matter how you look at it, as it's stated the *only* defensive phantasm he has is Rho Aias.
I was talking to a friend about it, and he said that Avalon probably didn't do anything unless a pact with Saber was made. So even if Archer did have Avalon, it wouldn't do anything.
That's a good point though. I must have missed the part where it stated that he only had Rho Aias.

No, Archer was definitely involved in the grail war, just as Shirou is in F/SN. He knows all about Saber, and laments that he couldn't save her in his own timeline or this one. His making a contract with the world is likely related to an entirely different situation.
The Shirou that is most likely to become Archer out of all the official endings is Fate Shirou. He's still hung up on the most idealistic version of his dream, and UBW Shirou is the competent one, not Fate.
Word of God is that Archer's from the Ilya route that didn't make it to final production. Saber still returned to her own time, but Shirou WAS successful in saving her from the never-ending loop she would have been stuck in, allowing her to finally ascend to the Throne of Heroes.

The one Shirou who is most likely to become Archer is probably the one from the "Steel Mind" ending (bad end nr30 Heavens Feel).
In that ending he gave up everything in order to fully live out on his ideal.
Even though it wasn't something that he had wished for, Rin and Sakura became a threat to his ideal and thus they had to be eliminated.
The same thing could have happened to Iliya, however it is more likely that she died sometime later because of her being the grail and all.

Only problem with that, is assuming Tohsaka summoned Saber, she would have easily overpowered Lancer in the beginning sequence.
Therefore Shirou wouldn't have been injured and would have stayed out of the Grail war all together.
Shirou can also only really summon Saber, because of Avalon.
He doesn't have the power to summon or sustain any other servant.
Fate Shirou, however, has to deal with the loss of Saber, and the loss of his dear Sister. Making him the most likely Shirou shown.

Emiya Shirou is also one of a kind, but that doesn't prevent Counter Guardian time paradoxes from letting two of them exist at the same time.
In other words, if Archer never gave Avalon back, there's nothing preventing 2 Avalons existing, one in Archer, and one in Shirou.
