You aren't supposed to fill by pouring the fluid into that sheet - you must lift that sheet and pour the fuel in there, the sheet is meant to keep the fuel in better.
i was gunna tell u filled it wrong like an asshole but many ppl hav corrected u alredii nd ima do it too ur supposed to lift that felt pad and pour it into the cotton balls under

you lift up the cotton tab and pore the fluid into the cotton balls and push it back down...and remember not to overfill it!

There's a hole in the thing you have to lift, and you can fill it through it without lifting anything.
