The reason why Mrs. Carter turned the tour over to the chief usher was because she was trying to talk about the art she acquired for the White House collection & about the history of the rooms & all Nancy  Reagan wanted to talk about were the closets. She acted like she wanted to go through their personal belongings.

Nancy Reagan actually hated Rosalynn Carter. She constantly made Mrs. Carter out to be power-hungry during the '80 campaign simply  because she ewas her husband's equal partner. Coincidentally, Nancy Reagan acted like this behind the scenes
