No, morals come from human society and a collective agreement of what actions promote an overall good. Moral absolute idea can be used to abuse people because it has no grounds in human society. "God told me that it was okay to rape these girls- after all thou shall not rape is not in the ten commandments" that is a moral absolutist position (I admit a corrupt one, but an example of how it can be corrupt.)

Like I said before Morality comes from society and a collective agreement of what action promote an overall good. Also telling and saying are two different ideas. If you are told to do something, it is a command. Saying is just a statement.

Individuals break those laws of course, but even secular societies base their laws on the roots of God's morality.
