it's human nature not to care about other motorists. yes there are police on the road, but far and few in between, with no one to police carless and inconsiderate drivers, selfish drivers will do as they desire whether it be running through red lights, stop signs, cutting off other drivers, etc.

This is cool. We have nothing like this in the U.S. Basically people read a short book, answer 50 questions, and drive with an instructor for 2 miles. And this is supposed to prove your ready to drive in any circumstance.
We do have a learners permit, but it is not very well thought out.
