Blacks make up less than 13% of the USA population, 1 in 9 over age 17 is incarcerated, at least 1/4 who are old enough to vote don't vote, and those who do vote don't have the numbers to make a difference in a senior class president race. Then again, what's the dropout rate among blacks in the USA? Those of us who choose not to be ghetto get lumped in with the rest, so...
