We need to also consider the fact that foster youth in America have a very difficult time succeeding, and the rates are the same as being a "minority". African American youth comprise 38% for the foster youth drop out rate. We must look into early intervention, and prevention strategies in order to re-shape our youth. However, there is a budget crisis within the civil rights movement of education for disadvantaged youth.
