Even if he was your relative, most departments will only be able to tell you what police station he will be processed at and instruct you to go there for information regarding to bonding procedures and status. If you aren't the one being arrested, you don't have the right to know why someone else is in custody. Plain and simple. The cops have no legal responsibility to inform anyone other than the person under arrest as to the nature of the arrest.
If you want to find out why he was arrested, you can do so via the public records of the court system where he will eventually be tried.

Ineteresting your allowed that close to a vehicle that is being searched incident to an arrest. Thats a officer safety issue and if you refuse it's obstructing. Officer's should not have to worry about you hitting them when they are bent over searching or you trying to destroy evidence. You can record but getting close is stupid. The police DO NOT have to tell you why the man was arrested. As a matter of fact, they are forbidden by law from doing so. Even if he was your relative, most departments will only be able to tell you what police station he will be processed at and instruct you to go there for information regarding to bonding procedures and status. Anything that any law enforcement official is empowered to do, is defined by statute or regulation. ALL their ACTIONS of enforcement are governed by law -- which are defined by the appropriate statutes, and the regulations derived from those statutes. What is the relevance of that? Just become someone is arrested, doesn't mean they're innocent or guilty. It simply means that they've been charged and arrested. Their arrest, and the details involved with that arrest (such as the charges, are a matter of public record.

However, I don't think the cops are allowed to discuss with you what he has been arrested for (to protect the man's privacy). For example (and this is extreme I know) If you were falsely accused of rape and were being arrested, if I walked past and asked the cops why you'd be pissed if they told me, right? I would.
