i dont see how the phone would interupt. once tower clears them to land they dont speak to tower/ground till there clear of runway. so she has some time to use it. a good 1-2 minutes

No, not really. It can interfere with navigation reception on poorly shielded, older planes, though. Pilots could easily navigate visually, with that weather.

The spoilers are set to armed, made to deploy as soon as the gear touches down with the engines at idle. Mostly all airlines do this for landing.
