it is bullying. It is verbal bullying, saying she's dumb, that she's stupid for not knowing the answer. Now if she would have just said that the word was wrong and told her the right way of spelling the word then no it would not have been bullying. But because of the tone of voice, her purpose for saying the comments, and the choice of words that she used it is considered bullying. Plus the reaction of the girl shows that it is an ongoing occurrence. It is most definitely bullying.
I hear more students get bullied around "chalkboards" than any other place.
