In "SW Clone Wars"..basically NO "Droid" is a match for R2, no matter what weapons they have, Artoo thinks 10 moves ahead (often even ahead of Jedis, something that's never really explained, WHY IS Artoo so fu*king clever?)
Basically, I put it down to this, BOTH Star Wars AND Dr Who ARE FICTION, and Artoo is "cute" and "spunky" so we like to see him WIN, so he ALWAYS wins..C3PO on the other hand, is annoying & gay, so he always gets blown-up & shit.
R2 is simply a BETTER version of DrWhos "K9"

I think it was shut down. Artoo would annoy the pants off of those things. If they had pants. "EXTERMINATE!" "WEEEOOOOW!" *Artoo boosts off into the sky, with the Dalek in pursuit. He squirts oil on it, and then lights it on fire...you know what happens next.* BOOM!

@PokemonPinecone Well not really. If your remember an episode in series 1 they said the dalek fell from space and smashed into the grow burning for three day. So I doubt a bit of all and fire would explode a dalek if falling from the sky and smashing the earth surface had no effect on it.

"EXTERMINATE!" the Dalek zaps Artoo and with a massive surge of luck on Artoo's part, the blast is not as effective in a different Universe and simply gives Artoo's systems a shock. "WEEOOOOW!" Artoo cries, wheeling off in another direction. The Dalek, distracted by a much more interesting and valuable enemy(the Doctor? A cat?), turns around and follows it.
