The man in the uniform (couldn't catch his name) is right: the root of this problem is that parents are absent. Kids are a treasure and must be kept well.
But it would be a mistake to consider it a problem exclusively Russian: in United States the situation is not that best. So far it hasn't been heard of massive shooting in Russian schools, while in American ones.
Raising kids is not a Russian problem, but rather a human one.

It's not their fault, the environment they life in made them do this. Do you think they would act the same if they grew up in let's say some rich place in California? As the woman in the video said, Society has to change. Considering that and their young age, how could you possibly blame them for anything?

If Hitler was raised in different enviroment and family maybe he would not turn out to be maniac that had plans to exterminate races.
