I've done some research into the diplomacy between the Taliban and the US concerning Bin Laden before 9/11. I would strongly argue that the Taliban was willing to hand over Bin Laden, providing some conditions were met. Even before 9/11 they were prepared to hand over Bin Laden to an Islamic country as declassified cables show. All these efforts were blocked by Saudi Arabia and Qatar probably due to US diplomatic pressure.

I haven't thrown in the towel on this country yet--though as long as we have an all-volunteer military, they will be used for all sorts of questionable purposes without much outcry, other than the country can't afford it anymore.
