Just because Jack Horner thinks that, it doesn't mean it's true. Sure, Tyrannosaurus had small arms, but many predators today ( sharks, crocodiles, wolves, snakes, etc) get by without using forelimbs to kill. And though T. rex was by no means a speed demon, 15 m/hr is more than enough to catch the large prey it would hunt. Amazing senses, incredible bight force, and other factors made T. rex a probable hunter/ opportunistic carnivore (scavenged when it could, otherwise hunted).
