No they weren't. Elizabeth was a surrogate for Courtney and Jax until Carly ran into the middle of the road and caused an accident for Elizabeth and Jax. After which Liz lost the baby.

i love how jax has all these outrageous things he wanted to teach his daughter and how ELizabeth had such simple but truly amazing things that would've made for a really great character on GH. =/ Too bad. So sad. siiigh.
