@chochedx If you search it on youtube there's a lot of good tutorials out there. You'll need Adobe Illustrator or Photoshop. But, you can also make stencils without changing a photo to vector or even using the computer. You can trace the image by hand, simplifying it into black and white shapes/outlines and do the same process with the acetate. More time consuming but you can get some pretty good effects.

Hey to cut down on the cutting time, I've found a stencil burner that you can use much more easily for curves and such. It is $25 US. ( Company-Plaid Stencil Decor Product-Stencil Cutter) You can use it with air brush stencil blanks (heavier plastic than acetate). Thanks for the video, it helped me more than anything else on You Tube.
