I owned a a brother and sister...they would chew each others' "regular" collars off each other when they were young. Eventually I simply left collars off until it was time for walks, but stop taking such a holier-than-thou attitude with anyone who doesn't do things the way you would. These dogs are obviously well taken care of and healthy. Leave this guy alone and go yell at the real bad guys who fight their dogs. They deserve it, not him.
