Exodus, 14:16-27 says God told Moses to lift his rod and wave his hand to part and return the waters. Not hey just show up at X time and it should happen on its own.

Some theists believe in miracles being part of the deterministic story of nature, ie. see scientific explanations for parting of red see. The same with your objections to God, there are explanations available, you may not agree with this. You're asking for an awful lot of explanation from one guy. Check the wiki!
