Actually no they aren't wasting it they are just protecting their lungs from over abuse. There have been studies done that show that the amount of THC taken as you inhale would be the same as after you hold it in. Holding it in doesn't get you more high except for the fact that you lose oxygen and get light headed because you are suffocating yourself. But if you want to get high like that why smoke weed? Just choke yourself until you become light headed...
