  • This ship was only meant as a filler, while they were working on the actual new Enterprise, which, after a few delays in construction, had to fry it's deflector dish during it's maiden voyage to disrupt a gravimetric distortion long enough to break away (instead of up).

    Star Fleet thought:

    If 'necessity of presence' > 'necessity of wait' then use filler-ship during wait.
