Yes, she did say "I can't" which means "NO!", lol ^^ She's not ready to marry him because she still doesn't feel completely safe about his feelings for her. She can't just forgive him like that and forget so easily, right?

Actually it's Chloe that kinda broke up with him. They went to the prom together as a couple at the end of season 1 but then there were tornadoes and (of course) Lana was in danger and Clark went to save her, leaving Chloe alone at the prom. So Chloe knew that Clark went to save Lana, and she got scared to be left alone again because of Lana, so she put her "defense mechanism" in action, and told him that it was "better if they just stayed really good friends", and unfortunately Clark agreed :(
