At the end of Spin Dizzy. The key is found in the bell door at 14:20, and the friend is found at 28:52.

I know! Anubis Rex and King Galaxian were the hardese bosses up until Pac Man World 3 where you had to deal with Erwin! They are a pain in the ass. Toc Man and Spooky were easier.
