I think the real problem with dog fighting is it's like drugs. The common majority think only the poor gheto/hillbillies do it. Which is simply not true, it's everywhere. People from all walks of life do it, old, young, poor, rich and everywhere inbetween. So when they did BSL, they thought they would attack it in the same manner they did drugs at one time.
