Looks like the camera was being monitored. That's the only way it would pan and zoom in on it. And by what the Volvo driver said, that the truck was doing 60 in the 30, I'd say it's the trucks fault. It made him misjudge how far the truck was. Although it looked like there was a middle lane in which he didn't use and just crossed over it. I hate people who do that.

1st of all it doesn't matter if the truck was speeding, or moving as slow as a turtle. When you watch the video you can CLEARLY see the volvo cut in front of the truck. You can see they didn't even get into the middle lane. They just arched from the far left lane, and tried to jet in front of the truck, thus there fault regardless of what the truck was doing.

Look at the damn video, at 0:08 you can clearly see the the truck leaning forward, he was slamming on his brakes. The right-of-way is absolute...you do NOT turn in front of oncoming traffic until the way is totally clear. PERiod.
