@sampsonist This is old message, but donät use ePSXe, it sucks, I know. The best ps1 emulator is "pSX emulator" (version 1.13) something like that. I have it and it works perfectly.

i have used ur code i understand wat to do. i have ntsc version. im using epsxe emulator, and no gameshark codes work on my ctr.i am using pec(playstation emulator cheater), which uses gameshark codes.i kno how to add codes and use them through user database because ive used it many times.i cant get any codes to work on ctr and ive tried 3 diff isos. if u can plz post a link on where u got ur rom. thank you.

Your not supposed to press L2 at the character selection you're supposed to press it at the track selection.

If you press L2 after you select a character then before you go back to the character selection you MUST press L1 if you don't the game will crash.

well this is sad, I've always wanted to play as oxide, but I can't use PSX's gameshark then load CTR on my PSP, since there's no way to make the gameshark think that I've opened the CD cover and changed the CD. The game is on the memory stick.
