I would have to say the officers force was excessive, however, it looks like the person most likely didn't obey the officers command to lay flat on the ground. As you can see from the viideo the person was on his knees and the officer most likely told him to lay flat on his stomach and that is what caused the incident. The person didn't stiop right away either after the officer put his lights on. The officer was trying to control the situation and it got a little out of hand
