@ouefvoueeyciow3eutf In the case of programming, nationality has little to do with it, but if you mean language-wise, we have English-classes from 7-8 years of age in Sweden which probably helps a bit. It's never too late to learn C#! Start today. :)

xna is free, visual studio express is free. licensing and earning money for your game might be about money, not sure - haven't bothered to find out. you can however make games for free with XNA and VS Express

Jag lärde mig själv, kollade väl lite online när jag behövde hjälp. Jag började med text-äventyr i QuickBasic när jag var 9 år gammal eller så, sen har jag kört lite olika saker tills det blev XNA. Det finns rätt mycket hjälp om man tittar runt på nätet.

both, wired you can just throw it in and after it has installed you can use it (also for every other game ^-^), for a wired you need some other thing that plugs into the pc but I dont think its too expensive...

I think you should really make the 30 minute video It will help tremendously with my pong game.

Because right now I've only got the puck moving, left and right players, and sprite fonts for each players score, the only thing moving right now is the puck.

I will definitely consider it, the 10 minute limitation keeps me from making just one video, it would then be three, which is why I just rushed an explanation, but I'll definitely reconsider doing a real from-the-scratch tutorial of XNAPong. Glad you liked the video!
