The lvling system in the GTA series is fuckd up... Seriously at lvl 4 you need like 140ks to lvl up..? thats alot and its Boring max lvl i reached was 4...

Would you say it helps to shoot from hood-view in a car? I've never really tried it. But it might explain a lot of unnatural car aiming.

how do the robbers survive/win?

in the begining the robbers can choose from a selection of hideouts to go to. the cops mission is to take out the robbers. if the remaining robbers get to the hideout before all the robbers (or leader) dies... robbers win

Offline you can't, but online you get the cop uniform automaticcly if you are the cops in cops and crooks.
