someone actually played Koyuki and he had a good voice. but in the anime, many people were surprised by koyuki's singing talent. so in order to avoid conflicts where some people might go like, "omg this guy can't bloody sing. im not going to watch this." they just didnt put in Koyuki's voice.

You cant hear Koyuki's voice because I'm pretty sure the guy who played Koyuki didn't have a good voice so instead of actually hearing his voice you sort of see people's reactions and this sort of symphonic metaphor for how his voice effects people and the air around him.
