It isn't thermal vision is new or anything. Anyone can get it if they are willing to shell out the cash for it. Mechanics have thermal cameras so the can identify dead cylinders in a car without having to hook it up to a computer. They use thermal cameras around some truck stops and weigh stations to see if any brakes on big rigs are working right. If any brake pads are pressing to hard or not hard enough they will be a different temperature than the others because of the friction difference

You could do this effect easily by applying colorama effect to the footage in After Effects, but again with that situation much like this situation stuff that does not emit heat appears to be giving off heat.

The trick is to isolate your dog from the rest of the shot (using a mask and tinkering with your background to take out the reds yellows and oranges. Then blending them together.

You Would Be Able To Tell That It's A Fake But For Only One Reason, The Bushes And Things Wouldn't Be Red. They'd Be A Dark Blue But This Is A Great Effect.
