I don't know how they would compare with each other on the scale of evil. Dahmer was better educated, more friendly and polite, not ugly or obnoxious like Toole, and prefered to gently entice his victims with booze and drugs rather than abduct them by force. But because Toole looked and acted like such a freak, most people probably took one look and steered clear of him. With Dahmer, he could charm his way into the average person's trust much more easily.

They finally got conclusive proof in December of 2008 that is was Ottis Toole that murdered and decapitated John Walsh's son, Adam. Even though he confessed in 1983, he later recanted his confession and police also screwed up the investigation by losing the blood-stained carpet from Ottis' vehicle that could have been used for forensic proof. Thought I would include this info, because I think this program was filmed prior to Dec 2008 and it wasn't known if Ottis was or wasn't the killer.
