The Panasonic HDC-TM900 does not record in 24p. You can record in 30p by selecting the Digital Cinema Mode.

Who knows what video editor or what settings in Adobe Premiere Pro should to be used not to get worst quality of video? I tried Adobe Premiere Pro 5.5(1080p/59.94 fps/ H.264/ Target bitrate 25 Mbps, max. 35 Mbps/ Multiplexing mp4/ maximum render quality/max. render depth.), but it gets worse.
