I like, but it is "dislikes", you have finally not had. It is like the "light tunnels" used in the 60 's, to 70's, but they cost more than $1. They were/are, made with mirror finnished, circular, ducting and can light anywhere in a house with natural light, when the sun shines.
Plastic sheets? Glow in the dark paint? These people don't have anything. You can see that. Amazing idea for practically nothing. What an ingenious idea for these poor people. Let there be light!
Most of you are missing the point. There is not the money to buy Solatubes, clear plastic panels or phosphorescent paint. Remember - they installed these things for less than $1 each. Including labor.

Okay, here's an addition: paint the interior of these homes with phosphorescent paint to prolong the exposure to light. Paint the exterior of homes that border major streets if night lamps are non-existent. Remember how long the glow-in-the-dark toys emitted light? Find the optimum materials and cost then deploy.

Just buy a couple of clear roof sheets or glass. It is much better. Prevents roof leaks caused by the bottle contraption
