You don't have to do anything with the Pokedex, You have to go to the battle tower and beat at least 7 people in a row in order to get past them.

Next,go to Professer Rowan and talk to him.

He will say that you've seen all the Pokemon of Sinnoh,and then Professer Oak will show up.

He says he "overheard" Rowan talking to *Insert Boy/Girl Trainer Name*and upgrades your Pokedexx to National Mode,and that's all you need to do.
