Actually, the 21 foot rule refers to how far a knife or hatchet can be thrown with enough accuracy to kill. In the time it takes him to cross 21 feet, a trained person will have their firearm drawn, aimed and firing. They'll be hurt possibly even fatally, but knife guy will be dead.
