If Obama never planned on making a stand or if he were unable to make a stand, he never should have promised that he would.

Now in my opinion, 2% is such a small amount that it is "next to nothing". If Obama is interested in addressing the severe environmental issues that we face, why is his position so negligible? Actions speak louder than words.
