Even if the eventual submission of the kicking guy is certain, you still have to use the method that neutralizes the person without much danger of broken noses, ribs, etc. No law enforcement is supposed to risk his physical integrity unnecessarily, and the taser is actually safer for the other guy. Less lawsuits too...
