As part of a plea bargain with the Mercer County Prosecutor's Office, Paul Messina Jr., 29, handed in his badge and gun last month, The Times has learned. In exchange, the prosecutor's office confirmed it dropped a criminal investigation against him.
On Aug. 19, 2006, less than three months after graduating from the police academy, Messina was involved in an altercation with Rasheed Zareef, 38, officials confirmed.
Zareef said in an interview this week that Messina struck him in the head after they exchanged words in the lockup area after Zareef had been arrested on a domestic violence complaint.
Zareef acknowledged he criticized Messina because he thought the officer was being verbally unfair to another prisoner in the holding cell who only spoke Spanish.
Moments later, Messina unlocked the door to the holding cell and went toe to toe with him, Zareef said. "He just got so riled up," Zareef said.
Seconds later, while his right wrist was handcuffed to a bench, Zareef said Messina struck him on the top of the head with a large, skeleton-type key to the cell and landed at least one more punch before other officers rushed into the cell to restrain Messina. After officers pulled Messina away, "He was still trying to fight me," Zareef said.
Zareef, who sustained head injuries, was hospitalized. This week Zareef showed a head scar he said is from the cell key.
Messina later charged Zareef with two felonies and a misdemeanor alleging Zareef initiated the incident by spitting at him, but the charges were dismissed earlier this month by the Mercer County Prosecutor's Office.
Police Director Joseph Santiago confirmed Messina resigned in January and at the time was under investigation by internal affairs for allegations made by Zareef. He said because the complaints were criminal in nature, they were forwarded to the prosecutor's office.
