This is the HAARP blue Beam project. It basically super heats the ionosphere, essentially making the electrons hyper-active. It can cause a disruption in weather and even block communications world wide as well as destroy anything that's coming through the ionosphere. The whole idea of it was for military purposes, to destroy possible space debris if necessary as well as missiles in the air(if my studies are correct). I was in service and saw many misfires. None looked like this n e way. I have had to run from misfires and bad rounds that landed only yards away from launch. Rockets do not form perfect spirals. Even a catherine wheel nailed to the fence doesn't leave a perfect spiral smoke trail!
